These documents applies on reinstalling WSUS on SBS2003 (incl R2)
If you are manually installing the WSUS 3.0 SP1 product on Windows Small

In IIS, go to the WSUS web site, r-click and choose properties. go to the
asp.net tab and to see the version of asp.net.
If set to 2.xxx something, change back to 1.4.3.22. If not possible
because of greyed out or something, then i dont know how to persue.
In this case Its better to reinstall. its quickly done by following the
recomended docs for WSUS on SBS. Dont use the docs for stand alone
installs.

Ok, change back to 1.4.3.22 if set to version 2.
Make an IIS reset and then check again if started to work.

IIS admin? Is should be running 1.4.3.22 ..

RTM version of WSUS 3, not to be used when installing ona SBS server.
You can read in the document the demands when installing WSUS RTM
version.

When/If you install R2, you can upgrade the WSUS 2.0 component to the
3.0 version or skip the 2.0 installation completely and just download
and install 3.0 directly by using the documents referred to above.

I have double checked
1. Confirmed network service has read permission
2. Checked aswell
3. Didn't have FULL CONTROL but everything but, so I changed it and
retested a sync, same issue. (.net folder)

The following disk permissions must be granted to the specified
users for the specified directories:
1. Either the built-in group Users or the NT Authority\Network
Service account (on Windows Server 2003) should have read permission

I install it, and the initial wizard runs, but fails to sync. I
cancel the wizard and find 0 LAN clients and still no sync.
the log file hints towards a permisison error for the network
service account on the temp folder.
I have given read /execute / modify permission to
c:\windows\temp
c:\documents and settings\administrator\temp
c:\documents and settings\administrator\local settings\temp
Same error.
