I hate to say this, but DVD is never a supported backup scenario for SBS 2003. You must be using some third party DVD software to make the DVD even visible to windows backup, so the place to start is with that third party software, whatever it might be. First, can it directly run the DVD burner as a DVD? Or does it also have the problem of seeing the disks as CD only?
There is no native support for burning DVDs in any version of Windows prior to Vista/Server 2008. So you're relying on some third-party software to get around the limitations of Windows. If that third party software isn't doing it's job you probably need to contact them.

I have installed a DVD burner into a clients Dell server and setup their
backups using windows backup. This worked fine for a couple of weeks, but now
when the client inserts a blank DVD, it is only recognized it as a CDR not
DVD. We have tried many different disks, but it is still only seeing them as
CDRs.
Has anyone come across this before, if so can you please help!!!!!
