Thanks. I don't think it is a folder permission problem, because if I log on
to an XP Pro workstation or even the SBS Server as the domain administrator,
there are no problems - I can run all programs across the network. It is only
when logged on to the application server that I can't run the programs (in
the same folders, as the same user).

If I read correctly, it sounds more like permissions on the folders you
are trying to execute from. Do you have the proper permissions set on
those folders via the share AND security?
