Domain Admin on 2nd Server can't run programs across the network

Hi all,
I have an SBS 2003 Server (SP2 + R2), and recently added a 2nd Windows 2003
R2 Server to the domain as an Application Server. When logged on as any SBS
Domain user (even as the Domain Administrator) on the application server, I
can run/execute any program on the local disks, but when I try to run or
install a program accross the network I get the following error:
"Windows cannot access the specified device path or file. You may not have
appropriate permissions to access the item."
However, if I log on to the application server with the local administrator
account, I can run programs across the network. Domain users on the XP Pro
workstations can also run programs from across the network.
So it appears as if there is a policy being enforced by the SBS server which
disallows logged on domain users on additional servers from running
executables across the network.
Help. Can anyone shed light on this?
