You can test your theory by stopping the underlying Windows service on that workstation. <snip>

On XP the service in question is "Windows Firewall/Internet Connection Sharing (ICS)". Shut it down so you can eliminate it, but be sure to start it up again afterwards. Don't know whether its as simple on Vista. Be aware that some other firewall products (such as ZoneAlarm) continue to block ports even after they've been shutdown, so if you use a third party firewall product then you may need to uninstall it.
