Thanks for your reply and information.
1.Considering the registry change is the most possible cause of the issue,
I would like to suggest that you manually create the subkey "Parameters"
then continue the above steps as a test.
2. About how to verify service pack version of Small Business Server.
Please open regedit on the SBS server, then navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer. Check the data
of the registry value ServicePackNumber. Make sure it is set to "1". If it
is not, means SBS 2003 SP1 has not been completely installed. To
successfully install SBS 2003 SP1, we must install all five updates listed
below. Additionally, the updates must be installed in the sequence listed.
Downloading and Installing Windows Small Business Server 2003 Service Pack 1

Note: If one or more of the listed components is already installed, you can
skip to the next step.
A. Service Pack 1 for the Windows Server 2003 operating system
B. Windows SharePoint Services 2.0 Service Pack 1
C. Exchange Server 2003 Service Pack 1
E. Windows XP SP2 for Client Deployment
F. Windows Small Business Server 2003 Service Pack 1
After you applied the whole SBS 2003 SP1, please run CEICW.
By the way, if registry change can resolve your issue, upgrading SP1 or not
may depending on you. Personally, I think backup and test work is necessary
before you deploy SP1.

You are not disturbing me at all! I need all of the help I can get!
I'm sorry for the delay in my response, I needed to wait for a maintenance
period to try these steps since most require a restart.
I'll go through the suggestions one by one:
1. The registry key
HKEY_LOCAL_MACHINE\CurrentControlSet\Services\IpNAT\Parameters does not
exist on my sbs machine. (I can follow it to IpNAT, but there is no
"Parameters" folder.
2. Installed hotifx, no effect.
3. Installed the firewall client. When I connect to the VPN, it says that
HMUSVR1 (my sbs box) is inaccessible.
4. Applied ISA service pack, no effect.
5. How can I tell what SP the SBS is on? I'm fairly certain that I have
installed this some time ago, but would like to double check before going
through the process again. I know Server 2003 is on SP2.
Information needed:
1. Server 2003 is on SP2, not sure of SBS - please advise how to check, ISA
is on SP1
2. Attached
3. Attached
3. Yes, I can ping the SBS server internally
4. Yes, this affects all VPN users on a variety of machines.
