Create the picture library, change to 'Explorer' view and then drag and drop all the pictures you want to add there.

SBS2003R2 Prem. Is there a way to import or add a complete folders to a
picture library, or as a picture library on the companyweb? I can create
libraries and add photos one at a time, but I would like to do multiple
