rcp/http in outlook. Will it sync emails or move them to the client?

Instead? No. In addition to? Yes, sure, if you want some remote management
of the computers.
This was something I orginally thought of.
VPN sucks for direct file access, and unless you're going to put a DC in the
remote offices and join those PCs to the domain, there may not be much value
in it for this purpose. Hard to say. It just isn't a substitute for TS.

For email, they can use Outlook with RPC/HTTPS. For data, I'd
suggest you get a Terminal Server - a dedicated server in your main
office, for your remote users to access via RWW. This should be a
member server with no other roles on the network. This will keep
your data centralized and manageable.
