Sounds like you have not installed one of the service packs before applying
R2, I only know this as I made a similar mistake earlier this year.

New installation of Windows SP2?
As far as I have been able to determine at this point the following will
give you the information you need:
Best practices and known issues when you install Windows Server 2003
Service Pack 2 on a Windows Small Business Server 2003-based computer
(From July 19 2007).

1) "Critical Update for Windows Small Business Server 2003: Vista and
Outlook 2007 compatibility (KB 926505)". (From August 25, 2007)
This is a 'critical' (high priority) class update targeted at all SBS
servers with SBS SP1. That means Automatic Updates will install this. For

This is the same package that has been available for download in the
download center since February, 2007, just moving to a push distribution
from a pull to proactively ensure that the platform is ready to accept
Windows Vista with no other issues. You still need to read this KB and
install the other required updates to get the full SBS experience with
Windows Vista.
2) "Update for Windows Small Business Server 2003 (KB936594)" (From
August 6, 2007) - otherwise known as the Windows Server SP2 RSS fix. The
RSS fix is an "Update" (optional) class update targeted as all SBS servers
with SBS SP1 and Windows Server SP2 to disable the Scalable Networking
Pack in Windows SP2 that was interfering with NAT on many newer SBS
servers.

I recently upgraded sbs 2003 to sbs 2003 r2, some consoles are not
responding, like the ciecw nothing happens when I press it and not log
in
the event log. The add user doesn/t work anymore nor the change user
permissions. P IV with 2 nic internal and external.
