Thank you for posting here.
According to your description, I understand that when you configure your
email notifications settings and click the Test button on your WSUS 3.1,
you
receive the following error response on the WSUS servers:

System.Net.Mail.SmtpException: Failure sending mail. --->
System.IO.IOException: Unable to read data from the transport connection:
net_io_connectionclosed.

If I have misunderstood the problem, please don't hesitate to let me know.
First, the SBS SMTP server address is the SBS computer name or
ComputerName.DomainName.local or SBS internal IP address.
Based on my research, I suggest we try the following steps to see if we can
resolve this issue:
Suggestion 1: Do you install any antivirus software on SBS? This is a known
issue if you install the McAfee on the WSUS:
If you install any antivirus software on SBS, I suggest you uninstall it
and test this issue.
Suggestion 2: This issue may happen when the Exchange server is not
configured to allow relay messages from the WSUS.
Configure the Relay Restrictions:
1. Click Start, point to Programs, point to Microsoft Exchange, and then
click System Manager.
2. Click Servers, click the name of the Exchange server, click Protocols,
and then click SMTP.
3. Right-click Default SMTP Virtual Server, click Properties, and then
click the Access tab.
4. In the Relay Restrictions area, click Relay.
5. Verify that the Only the list below option is selected, and then add
the WSUS 3.1 IP to the list.
6. Restart the SMTP service. To do this, follow these steps:
a. Click Start, point to Programs, point to Administrative Tools, and then
click Services.
b. Right-click Simple Mail Transfer Protocol (SMTP), and then click
Restart.
Verify the Connections Control:
1. Click Start, point to Programs, point to Microsoft Exchange, and then
click System Manager.
2. Click Servers, click the name of the Exchange server, click Protocols,
and then click SMTP.
3. Right-click Default SMTP Virtual Server, click Properties, and then
click the Access tab.
4. In the Connections Control area, click Connection.
5. By default, the All except the list below option is selected. If the
WSUS is added to this list, you must contact the Exchange administrator to
determine the reason that the WSUS was added.
Note: For WSUS e-mail messages to work correctly, the WSUS must be able to
connect to the Exchange server.
6. If the Only the list below option is selected, you must add the WSUS to
the list to allow it to connect to the Exchange server.
7. If you made any changes to the Connection Control settings, restart the
SMTP service. To do this, follow these steps:
a. Click Start, point to Programs, point to Administrative Tools, and then
click Services.
b. Right-click Simple Mail Transfer Protocol (SMTP), and then click
Restart.
Then, test this issue.

1. Please capture screenshots on the error messages and send the pictures
to me at v-terliu@xxxxxxxxxxxxx
2. Gather MPS network report on SBS:
a. Download MPSrepot_network from
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_NETWORK.EXE
b. Run MPSRPT_NETWORK.exe.
c. The tool will automatically collect the information. This procedure will
take 10~15 minutes.
d. Open Windows Explorer, navigate to the folder:
%SystemRoot%\MPSReports\Network\Reports\Cab\
e. Send the .cab file directly to me at v-terliu@xxxxxxxxxxxxx
