sbs 2003 server tools

Hello,

I've tried 5 times (also performing Quick Format of HD) installing SBS 2003
R2 Standard.
Installation went good until installing Server Tools. Always appears a red
cross indicating Server Tools didn't install. Cannot use Server Management
console ..

I've rerun setup several times removing, maintanance and reinstall but
always same error.

Can anyone give me some suggestions what did I do wrong ?
