Hi,
First things first, try a different copy of outlook on a different machine
conecting to a different mailbox. If all is OK you know the problem is with
one of the 3 above things..
Try this other outlook with your mailbox, then try your outlook with another
mailbox.
Get back to me with where the problem lies and ill have another look

Why is this happening, is it my copy of Outlook that is throwing a wobbly or
is it my Exchange Server 2003?
