CORRECTION: Resetting security on a volume.

Person configured a volume for acccess by a workgroup and removed all security.
I want to move the users to a domain which should have been done in the
first place and need to reset the security on that volume. Looking for
suggestions.
Would I be safe to just blow away the volume and recreate it?
Also have issue with system drive being too small. Would I be better off
just wasting the whole server and reinstalling from bare metal. Is there a
way to expand a system volume ('C:' drive).
