Userenv & Event ID number 1030

Hello,

After a fresh install of SBS 2003 I have a problem with the Exchange server that was fixed but I don’t know if it is related but Event log show all the time an error:

Source: Userenv
Event ID: 1030

With the message:
Windows cannot query for the list of Group Policy objects. Check the event log for possible messages previously logged by the policy engine that describes the reason for this.

Also installed all Service Packs and all patches from Windows Update.

I have searched the internet for a solution but solutions are varying so I really need a help here.
