I tried to set that up but of course I am having problems. Do I need my ISP to change DNS records so that my static IP points to my Domain Name?

I could see a local version of what it looks like but I have a certificate error.

Right now I can remote into one or the other using RDP, but not both.
And no I don't want to remote into both at the same time. I want to
remote into one of the computer workstations OR the Server. I want to
be able to possibly pick and choose what workstation I can remote
into. I could do this with an old MS Router long ago but I would
never use that on a "real" network. I used to use it on my home
network and I could pick and choose what computer I wanted to remote
into with port forwarding.
I don't log into my server with my user account. I use my admin
account. I don't use folder redirect with my admin account and I
don't have ANY restrictions on my admin account..

You don't need to enter the port if you're using it - 3389 presumed.

xx.xxx.xxx.xxx:SomePortHere...............This lets me access the
Server
It can be the other way around if need be.

The only problem I can see is that I don't think I can have Remote
Desktop AND Offline Files at the same time on the Server.

Can you be more specific as to what you are trying to accomplish?
Where is this workstation? If you have an external user, they should
be using RWW to access their workstation, not straight RD. Don't
forward port 3389 to your workstation (you don't even need to open
it up at all). Don't change listening ports - it isn't needed.

You can't use offline files on your server, but you should never be
logging into your server with a user account, and your admin account
should not have folder redirection, offline files, or custom group
policy restrictions on it.
