Hi John,
You need to install SBS 2003 SP1:
Prerequisites for SBS 2003 SP1...
+ Windows Server 2003 SP1
+ Exchange Server 2003 SP1 (can substitute SP2)
+ Windows SharePoint Services SP1 (can substitute SP2)
+ Windows Small Business Server 2003 Update KB891193 for Windows XP Service
Pack 2
Then install...
+ Windows Small Business Server 2003 SP1
Then install...
+ Windows Server 2003 SP2

While you could substitute Windows Server 2003 SP2 for Windows Server 2003
SP1 in the procedure above, there are some issues with SP2. I would prefer
to install Windows Server 2003 SP1, run the SBS 2003 BPA, make sure
everything is stable; then install Windows Server 2003 SP2 and again run the
SBS 2003 BPA.

In addition to what Jim wrote.
You have to install Windows Server SP1 (You already have It) before
installing Windows Server SP2 according to posts I recently read on the
internet.
Do you have Windows Server SP1 or SBS2003 SP1?
Pls install and run SBS BPA to get the results of your system needs.

If you have both service pack 1 for Windows and SBS, then you can
install Windows Server SP2.
SBS BPA says that Windows SP1 and Exchange SP2 is already installed. If I
understand you correctly, now I can install Windows 2003 SP2... Is it all
or does exist any other Service Pack for SBS (I'm not using SQL).?
