Thank you for posting here.
From your post, I understand that when attempting to install Windows 2003Server Service Pack 2, an error is encountered. If I have misunderstood
your concern, please feel free to correct me.
Based on my research, this problem may occur if one or more of the
following conditions are true:
- Log file or database corruption exists in the
%Systemroot%\System32\Catroot2 folder.
- Cryptographic Services is set to disabled.
- Other Windows files are corrupted or missing.
- The timestamp signature or certificate could not be verified or is
malformed.
- The hidden attribute is set for the %Windir% folder or one of its
subfolders.
- The Enable trusted publisher lockdown Group Policy setting is turned on,
and you do not have the appropriate certificate in your Trusted Publishers
certificate store. This Group Policy setting is located under User
Configuration, under Windows Settings, under Internet Explorer Maintenance,
under Security, under Authenticode Settings in the Group Policy MMC
snap-in.
- This issue occurs because there is an issue in the corrupted software
distribution folder.
To solve the problems above, please refer to KB 822798

If the issue persists, let's move on:
1. Make a full backup of your system.
2. Click on Start, click on Administrative Tools, Click on Services.
Right-click on Cryptographic Services and choose "Stop".
3. Open Explorer and browse to
C:\WINDOWS\system32\CatRoot\{F750E6C3-38EE-11D1-85E5-00C04FC295EE}
4. Create a temporary folder called "backup" under CatRoot
5. Move all KB*.cat, Q*.* and TMP*.cat files to
C:\WINDOWS\system32\CatRoot\backup.
NOTE: Please do not delete them.
6. If you moved KB912354.CAT, copy it back to
C:\WINDOWS\system32\CatRoot\{F750E6C3-38EE-11D1-85E5-00C04FC295EE} folder.
(This step is very important to prevent a potential error with SBS
licensing).
7. Rename the C:\WINDOWS\SYSTEM32\CATROOT2\ folder to CATROOT2.old. Create
a blank folder named CATROOT2.
NOTE: Make sure you rename CATROOT2 not CATROOT (without the 2).
Again, make sure rename this folder, do not delete it.
8. Start Cryptographic Services from Services
9. Visit following website to download Windows 2003 Server SP2:
Windows Server 2003 Service Pack 2 (32-bit x86)

b828-c55eec605d55&DisplayLang=en
10. Please double click the downloaded package to install Windows 2003 SP2.
I hope the above information is helpful. However, if the issue persists,
please gather following information for me:
1. Please gather KB914961.log and Svcpack.log in C:\WINDOWS folder and send
them to my working mailbox v-mzhuan@xxxxxxxxxxxxx
2. Please download and run the setup MPS report tool on the SBS 2003 server.
a. Visit
http://download.microsoft.com/download/b/b/1/bb139fcb-4aac-4fe5-a579-30b0bd9
15706/MPSRPT_SETUPPerf.exe to download the file.
b. Run the MPSRPT_SETUPPerf.exe on the server box.
c. Wait for 10~15 minutes.
d. Open Windows explorer, navigate to
%SYSTEMROOT%\MPSReports\Setup\Reports\cab
e. Send the .cab file to my mailbox: v-mzhuan@xxxxxxxxxxxxx
