On a machine that's not acting right, you could look in the registry:
HKLM\System\CurrentControlSet\Services\W32Time\Parameters. The value for
"Type" should be "NT5DS" which will point the machine to the domain
controller (SBS) for its time info.

The synchronization is GMT, so if you had a workstation and a server at
GMT -5, and another workstation at GMT -6 synchronizing with that same
server, the time would be correct on each, because the time zone setting

So I would make sure the DST automatically adjust box is checked, and
that
the time zone setting is correct, and run MU to make sure the patches are
in
place. I would not attempt to adjust anything or change any settings on
the
server, which appears to be functioning correctly.

I set up the server to give the time to the clients/workstations.
After the time change for daylight savings most of the clocks adjusted
but a few of the computers didn't. If i log in as admin of the
workstation and change the clock is stays for about ten minutes. If i
log in as admin of the server and change the clock it also will stay
for about ten minutes. With or without the adjust for daylight savings
box checked makes no difference. How do the clocks work in conjunction
with the server system clock? I am afraid if I re-sync the clocks the
ones that are working correctly may just change and the few that
aren't will be correct.

With the daylight savings box checked or unchecked makes no
difference. the clock will re-adjust to what it thinks is the correct
time either way. Both the server and the workstations are set up for
the same time zone, as are the other workstations that are working.

I verified and the pc has the correct registry setting. NT5DS. Also,
it is up to date on updates.
