Remote Access Wizard Error

When I run this is the error.
An error occured while creating the connection manager configuration package
file. details see C:\program files\ms windows small business
server\support\rraslog.txt and then rerun.
The log is below. the error is cannot delete CMP150.tmp. When I go in and
try to manually delete I receive error cannot delete CMP150.tmp. it is being
used by another person or program. close any programs and try again.
