There is a setting in windows that MAY need to be enabled.

Open Device Manager, look up the Network adapter and double click it to
bring up the properties window.
On the last tab, there are several options that say something like "Allow
this device to wake the computer". You must enable all those options to
allow the computer to wake up if they are in stand-by/suspend mode.

Seems like most recent (last 5 years) Dell Optiplex's can. I've tested 30
of 'em about 5 different models.

There is a setting that needs to be enabled.
Go to Device Manager, right click on the network adapter.
Make sure "Allow this device to wake the computer." is enabled.

Sorry, I haven't seen a PC yet which can be woken from sleep. Wake-on-LAN
usually works only from a complete power-off state (but check the
S-numbers in the BIOS for wake-on-LAN capabilities, things might have
changed).

There are various wake-on-LAN utilities for Windows, but you would need
to have some programming knowledge to activate them from RWW. The best
that can be done if the one mentioned no longer exists is to call up a
command prompt on the server to trigger it.
