Thank you for posting here.
From your post, I understand that after cloning the system to a new harddrive, VSS and NTbackup do not work normally.
This issue can be caused by that the value "Service" was missing from a
registry key with a name similar to:
HKLM\system\currentcontrolset\enum\storage\volume\1&30a96598&0&SignatureAC5C
AC5COffset7E00LengthC7EF9FC00
The last node of the registry key path will vary for each volume on the
machine but they will look similar in format.
By default only SYSTEM has full control access to that set of keys, so we
need granted Administrator Full Control access to that key, added a string
value (REG_SZ) with the name "Service" to that key, gave it a value of
"volsnap" (without the quotes), then restarted the machine.
For example, the string value (REG_SZ):
HKLM\system\currentcontrolset\enum\storage\volume\1&30a96598&0&SignatureAC5C
AC5COffset7E00LengthC7EF9FC00\Service
should exist for each volume and should have a value of "volsnap" (without
the quotes).
If it works, please set the registry key permissions back to the default
settings.
I hope the above information is helpful to you. If the problem still
occurs, please help me gather following information:
1. Backup Logs.
a. The Backupxx.log files in the folder 'C:\Documents and Settings\SBS
Backup User\Local Settings\Application Data\Microsoft\Windows
NT\NTBackup\data'.
Or 'C:\Documents and Settings\CurrentUserName\Local Settings\Application
Data\Microsoft\Windows NT\NTBackup\data'
2. Please download the MPS Report tool from the following link and run it
on the SBS server, then send the generated CAB file to my mailbox
v-mzhuan@xxxxxxxxxxxxx for further investigation so that we can find what
the root cause is:

| I have tried all of the recommended options listed for the error
"vssadmin
| list writers" 0x8000ffff. These do not fix the problem. I have not found
a
| single post for the error specific to "vssadmin list volume" 0x8000ffff.
I
| have performed extensive serches on google as well as the MS
knowledgebase.

| Tonight I booted to the repair console, ran fixmbr, fixboot, chkdsk c: /R
| and booted to safemode the to normal mode. This process seems to cause
| Windows to reregister a cloned hard drive but it did not in this case and
I
| am wondering if this has anything to do with the problem.

| Any help would be appriciated until I can find a solution my customer is
not
| getting a backup of any kind. This has been going on for a week now. The
only
| purpose for cloning the drives was to increase the physical drive size.
This
| is a Adaptec SCSI RAID 5 system with the only volume being drive C:.
