Well in my limited experience with SBS over the past 10 years and
probably over 50 servers I never had more than one ip per nic and
never more than 2 nics per server. So of course I am going to start
with doing what I always do. Single ip per nic, run the internet
connection wizard and see what happens.

To make a summary:
You have installed ISA2004.
The clients (some, not all) at one office, same as SBS, has problems
browsing the Internet.
The problems comes and goes. The problems are there decspite if IE Proxy
settings are enabled or disabled.
Only changes are added RAM and a FW rule that later was deleted.

Has the server been rebooted since the FW/VPN rule creation/delete?
What Is your server setup, is It a one Nic or two Nic setup (I assume a
two
Nic setup since you have installed ISA)?
Have you applied Sp3 for ISA server?

Can you please post and IPconfig /all from both your server and from one
of
the workstations that experinces these problems.
