I appreciate your feedback but I'm surprised because everything worked
perfectly until I had to move the server and the IP Change Tool doesn't seem
to update all the DNS records as it should is the only issue.
Having said that, I have 5 NIC's available on the server so I can certainly
try to change the config so the LAN NIC is an internal network. Just not
convinced that would do anything to solve the problem of the GC and RPC
Server not being able to be found.

<cringe> Ouch. Why are you using public IP addresses on your LAN?
This is Very Bad and I'm not surprised if you have a slew of
problems. Get a decent router/firewall appliance that also does NAT,
and stick it between your modem & your LAN. I would disconnect from
the Internet entirely until this can be done.
If you had two NICs (not my usual preference) it would be better at
least - but you're running with scissors here.
My bad - I didn't see that you have two NICs (you didn't separate the lines
much & I was preoccupied with the public IP thing). But the rest of my post
stands.
