I disabled some services and successfully restarted in normal mode. However,
when I try to run Exmerge it presents an error that is is unable to start
because it is unable to find EXCHMEN.dll. It had presented the same error
while in safe mode. I tried using the Exchange migration wizard and I am
still trying to figure out what the servernam, administrator account username
and password are, I believe it is the same login admin username and password
to get to the server desktop, but the server name is still unclear to me what
that could be.

While in safe mode, check to see if you can id any significant errors that
might keep you from starting. One would be the absence of network adapters,
or lack of IP's assigned.
Stop every non critical service on the box except exchange. AV, ISA, SQL,
SharePoint, whatever you can. Leave it connected to a switch or hub, but
not to the internet. You don't want more mail coming in while you are
working on this.
Then see if you can start "normally".

You can't run exmerge in safe mode, to the best of my knowledge. All your
Exchange services must be started in order to make it work.
I'd suggest getting Quest Recovery Manager for Exchange (no, it's not
cheap, but it's worth it) and see whether you can access the database
files offline - mount the drive in an external caddy on another machine.
It sounds like this machine is on its last legs, so I'd do this ASAP -
maybe clone the drive first using Acronis/etc.

Are you using exmerge in order to extract your mailboxes? If not then
how?
