I am using the Exchanger server migration wizard. I am doing it in
safe mode because for some reason the server was originally installed
on a desktop hardware and right now it cannot boot up at all in
normal mode because the hardware cannot handle the services. So in
order for me to even get to see the desktop and do anything, I have
to boot to safe mode. Last week it took about 4hrs. to get to the
desktop on normal mode, now it does not even boot to a log in screen
in normal mode, I unsuccessfully tried booting it up in normal mode
the whole weekend. But with safe mode I can at least boot it up and
hopefully get somewhere.
You can't run exmerge in safe mode, to the best of my knowledge. All your
Exchange services must be started in order to make it work.
I'd suggest getting Quest Recovery Manager for Exchange (no, it's not cheap,
but it's worth it) and see whether you can access the database files
offline - mount the drive in an external caddy on another machine. It sounds
like this machine is on its last legs, so I'd do this ASAP - maybe clone the
drive first using Acronis/etc.

Are you using exmerge in order to extract your mailboxes? If not then
how?
No need to be in safe mode.
