I wonder if some security software installed on that client PC is causing your inability to change the home page. You could control the home page with a group policy, but it seems like that would be applying elsewhere besides this one PC. Inability to change the home page sounds like maybe a spyware app.

The user can't ever print from IE, or is it only specific web pages? What happens if you open a simple Word doc, save it as a .htm file, then open it in IE? Can you print that?

I would start by manually running Microsoft Update to make sure this PC is current with patches. Check for a 3rd party security app, or even Windows Defender, to see if that's what's blocking the home page. Then for the printing thing, I think I'd start by going to the IE Internet Options, Advanced tab, and click "Restore advanced settings." Failing that, start IE in no add on mode to see if it then prints. The last resort is "Reset Internet Explorer settings," but there's going to be some follow-up work as that will kill all the add-ons and user applied settings (and I doubt it'll help with the home page thing).

line 639 when the user prints. I assume that the two are connected.
