Local Security Policy (on the workstation, CP -> Administrative Tools).

What specifically are you trying to change in the Internet Connections? Does the user have admin rights on the workstation, and if not, what happens when you try to do it while logged into an account that does?

I ran the rsop.msc, and didnt find in GP's enabled. Any additional idea's
where I could look for this? As a recap, internet options returns an error of
"this operation has been cancelled due to restrictions in effect on this

On the client PC in question, Start -> Run -> rsop.msc -> OK. This will
result in a console showing all the policies in effect on that PC, including
which specific GPO they are applied from. I'd first try running it while
logged in as the user who's having the problem, then if you have a problem
with that, log in as admin.

If you don't find it there, you could check the local security policy (under
Administrative Tools).

Only seeing this on one PC argues against a group policy, but it's simple
enough to do the rsop to check (Resultant Set of Policy).
