Yes, DNS issues can give you this feeling. Also HW problems with a
switch/hub can cause this.
Pls post an IP config from your server and one from a PC Client that has
problems.
Are you using ISA or Is your server a single Nic solution with an Router/FW?

You are writing that your user said"offline" it works, does that mean
connected to a non-company network such as a home network or does the user
realy mea offline and not connected to a network at all?

SBS 2003 std latest updates xp pro Dell D630 office 2003 not 2007 for that
particular PC things are pretty slow it feels like DNS issue but nothing

the even log pulling i open outlook fine then i attache a doc it takes
