Thank you for posting here. Let's also thank Larry for the input.
According to your description, I understand that one vendor send email to
your client will get Delivery Status Notification (Delay). If I have
misunderstood the problem, please don't hesitate to let me know.
Based on my research, the Delay notification is somewhat a normal behavior
that you may see when the network is not stable. Another, this issue only
happen on one vendor. So I think this is a vendor side Exchange issue, but
not your client side SBS 2003 issue.
I suggest we track the not receive email in your client SBS 2003. If you
find the email does not receive in the SBS log, that means this is not the
SBS issue. You can troubleshoot this issue in vendor side Exchange, or the
network between 2 Exchange servers. If you find the email receives in the
SBS, but not deliver to the mailbox, we can troubleshoot this issue in SBS:
Using Message Tracking Center to track the e-mails:

After enabling Message Tracking Center, please send an e-mail from
yahoo.com to the test domain.
Track the message:

a. Open Exchange System Manager.
b. Click Tools-> Message Tracking Center.
c. In the right pane, click Recipients (to whom the test e-mail was sent),
enter the name/alias of the user, click Check Names, and click OK.
d. Click Server, enter the FQDN of the SBS server, click Check Names and
click OK.
e. Set the time correctly.
f. Click Find Now.
g. In the bottom pane, the e-mail just sent appears.
h. Click it and the Message History window will pop up.
I suggest you try to run CEICW to reconfigure the Exchange on SBS to see if
it help:
Go through the follow KB and Rerun CEICW again carefully.

Detailed steps for your reference:
a. Open Server Management.
b. Click To Do List.
c. Click Connect to the Internet.
d. Proceed to the "Firewall" page and select "Enable Firewall".
e. On the "Services Configuration" page, make sure that "E-mail" service
has been checked.
f. On the "Web Services Configuration" page, check the web services that
you want to publish.
g. On the "Web Server Certificate" page, choose "Create a new Web server
certificate" and key in your public domain name in the box.
h. On the "Internet E-mail" page, choose "Enable Internet e-mail".
i. On the "E-mail Delivery Method" page, choose DNS (Use DNS to route
e-mail) or Smart Host (Forward all e-mail to e-mail server at your ISP) to
route your email, If you select smart host, you need to input the IP
address of your smart host.
j. If you're using POP3 connector, please enable POP3 Connector.
k. Key in your e-mail domain name in "Email Domain Name" page.
If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:
1. Does the vendor side Exchange running on SBS?
2. Gather the screenshot on the message tracking result and send pictures
to me.
3. Collect SMTP Log on SBS
a. Start Exchange System Manager.
b. Expand "Servers\<Your_ Server_Name>\Protocols\SMTP".
c. Right-click both "SMTP Virtual Server" once a time, and then click
"Properties".
d. Make sure "Enable Logging" is checked, and use "W3C Extended Log File
Format".
e. Click Properties. On General tab, you can find the path for the logfile.
f. On Advanced tab, check all check boxes.
g. Click "Apply", and then click "OK" to close "Logging Properties".
h. Click "Apply", and then click "OK" to save your settings and close "SMTP
Virtual Server Properties".
Then please reproduce the issue and then go to the folder you configured
and then send the log files to me: v-terliu@xxxxxxxxxxxxxx Please let me
know the account you used for this test and the remote domain name.
