I connected a WD "my Book," via USB, and shared the drive. But, I
can't change the permissions for my users; windows states that the
permissions can't be changed and that the drive was shared for
administrator purposes. What am I doing wrong?

Also, do not share the root of the drive.
Create a folder and share the folder.
