RE: OMA not accessible

Thank you for posting here.
According to your description, I understand that you want to access OMA of
your Exchange on SBS 2003 R2 and get error "If you have recently changed
your password, the system may not yet have completed the change. Please
wait a short time and try again. If this is not the case, your Exchange
server mailbox has not been created. Please access your account via
Microsoft Outlook or Microsoft Outlook Web Access to create your user
mailbox. Please contact your system administrator for additional
assistance". If I have misunderstood the problem, please don't hesitate to
let me know.
Based on my research, I suggest we try the following steps to see if we can
resolve this issue:
1. This problem may occur if the Exchange Server 2003 computer is heavily
loaded. To work around this problem, restart the Exchange Server 2003
computer. For detail information, please reference the following KB:

2. The issue may relate to OMA broken by .NET Framework 2.0. Framework 2.0
is not required by Exchange 2003, if no other applications depending on
Framework 2.0, I suggest we go to Control Panel -> Add or Remove Programs
to remove "Microsoft .Net Framework 2.0"
3. Please try to rerun the CEICW on SBS to reconfigure the Exchange to see
if it help:
Go through the follow KB and Rerun CEICW again carefully.

Detailed steps for your reference:
a. Open Server Management.
b. Click To Do List.
c. Click Connect to the Internet.
d. Proceed to the "Firewall" page and select "Enable Firewall".
e. On the "Services Configuration" page, make sure that "E-mail" service
has been checked.
f. On the "Web Services Configuration" page, check the web services that
you want to publish.
g. On the "Web Server Certificate" page, choose "Create a new Web server
certificate" and key in your public domain name in the box.
h. On the "Internet E-mail" page, choose "Enable Internet e-mail".
i. On the "E-mail Delivery Method" page, choose DNS (Use DNS to route
e-mail) or Smart Host (Forward all e-mail to e-mail server at your ISP) to
route your email, If you select smart host, you need to input the IP
address of your smart host.
j. If you're using POP3 connector, please enable POP3 Connector.
k. Key in your e-mail domain name in "Email Domain Name" page.
4. If the issue persists, the OMA virtual directory may corrupted on SBS. I
suggest you reset the OMA virtual directory on SBS:

If we cannot resolve the issue after we perform the above steps, please
help me collect some information for further investigation:
1. Does this issue happen on all Exchange users?
2. Can you open the user's mailbox thru Outlook or OWA?
3. Please collect the MPS Report for Exchange:
a) Download MPSRPT_Exchange.EXE from the following link:

b) Double-click the executable file to start the report gathering tool, and
then accept the end-user licensing agreement (EULA). Note Please be patient
while MPS Reports collects data. The tool may appear to stop responding
(hang) because it may take from five to 15 minutes to collect the data.
c) The tool creates a CAB file named "%COMPUTERNAME%_MPSReports_.CAB" in
the %systemroot%\MPSReports\Setup\Reports\Cab folder. The CAB file contains
the reports that the MPS Reporting Tool generated. If the tool does not
create the CAB file, copy all the files in the
%systemroot%\MPSReport\Setup\Reports folder to a compressed (zipped) file.
Note The %systemroot% folder is the folder where you installed the
operating system. By default, this is the C:\WINDOWS folder.
d) Send me the CAB file or the compressed (zipped) file at:

4. Gather IIS log:
a. Open IIS snap-in.
b. Right click Default Web Site and click Properties.
c. Uncheck the "Enable Logging" box and click Apply.
d. Go to C:\WINDOWS\system32\LogFiles\W3SVC1 folder and move all files to a
backup location.
e. Check "Enable Logging" box and click OK.
f. Run IISReset command.
g. Reproduce the problem and send the log file in
C:\WINDOWS\system32\LogFiles\W3SVC1 folder to me for research.
5. Gather IIS Metabase:
1) Download the IIS Resource Kit tools from the following page:

2) Install it, run MBExplorer (Metabase Explorer)
3) Right click the "LM" node and choose "Export to file".
4) Specify a file name, specify the password and finish the export.
5) Send the file and the password to v-terliu@xxxxxxxxxxxxx

| -accepts all devices
| -VD's Echweb, OMA and exchange-oma do not require SSL

| -OWA is working fine for all users so mailboxes are available.
