No utility exists to restore resource fork information (unless you can restore your resource fork files from backup--see below). If the data is missing then it's gone.
One thing you haven't mentioned is the file sharing protocol your Macs are using. If your users used AFP to connect and place files and then used SMB to connect and retrieve files then the resource forks won't be recognized. The same goes for files placed via SMB and then retrieved via AFP.
Since copying them locally seems to work (the burning to DVD idea is just a red herring) then what probably happened is that your Macs were using SMB all the time and then someone from the Windows side wiped out their resource fork files that would have looked something like "._filename". If you have a backup and can restore these "._filename" files then this has a good chance of restoring the information you're after.
If you have several Macs then I highly suggest running Group Logic's ExtremeZ-IP on the server or using Dave or ADMitMac on the Macs. These products are better than what's offered by Windows Server and Mac OS X natively.
