FTP/Hotmail Issues with XP Clients thru SBS2003 R2

Weirdness.
I have a new SBS2003 installation with3 client PCs. For some reason,
client PCs cannot access certain Internet resources.
For example:
Client PCs can log into FTP servers, but CANNOT upload files (the SBS
Server CAN)
Client PCs can access Hotmail.com, but CANNOT login (the SBS Server
CAN)
Certain other websites work fine on the server, but not on Client PCs
Here's the system setup:
SBS2003R2 Standard - ISA is NOT installed
LAN IP: 192.168.20.1 (DHCP Server)
WAN IP: 192.168.0.5 (Static DHCP Client)
The SBS server is connected to a Netgear RP614v2 router:
LAN IP: 192.168.0.1 (DHCP SERVER)
WAN IP: 69.37.2xx.xxx (PUBLIC IP, Pass thru from 2Wire DSL Router)
The Netgear box is connected to a LAN port on the 2Wire box.
2WIRE:
Management IP: 192.168.1.254
WAN Address: 69.37.2xx.xxx (Public IP, same as Netgear address)
It is configured in "DMZ Plus" mode, essentially allowing all traffic
thru to the netgear router
All XP Clients are SP2, have IP addresses in the range 192.168.20.x,
and are running IE7.
I have tried:
Different FTP clients AND Windows FTP client (times out during upload)
Multiple external FTP servers
Disabling Windows Firewall on XP (using a GP on server)
Creating an ALLOW rule for FTP/21 and HTTPS/443 for all IPs on the
Netgear router
Adding the SBS server to the DMZ in the Netgear router.
But no luck. Anyone have any ideas?
