Perhaps. But it is good to completely rule that out anyway when your firewall lets an IP thru but does not let the URL through.
Can you post the ipconfig /all from the machine that is giving you trouble?
I thought maybe one of the built-in ISA rules specifically allowing all traffic to some microsoft sites had somehow started interfering with the traffic.
Actually, what you want to look for here is just the opposite. What other HTTP rules do you have, i.e., those that do NOT specify *.microsoft.com? More likely those would be the culprit if you are having an exclusion problem than the ones you disabled if it still doesn't work.
When you view the ISA log, which rule actually fires for the microsoft.com lookup? (I usually add in a filter for the IP address to reduce the log size.) That way you can tell if a rule is actually blocking the response.
