No such things as "mail usergroup" "calendar usergroup" - but you can apply
permissions to mail-enabled security groups if you are in AD native mode.
I'd set up groups like this:

"Public Folder Editor"
"Public Folder Author"
"Public Folder Reviewer"

....use them for permissions. You can hide them from the GAL. You & the
Administrator should be the sole owners.


Also I noticed that the shared address book does not show up in OWA?

Correct.

Can I make that happen?

No - but they can open the public folders directly. Can't use them for
shared address books.
