SBServer blocking Internet Access???

This one's really weird........
All the PCs on our domain can connect to and browse the internet.
However, when a "save target as" request is sent to one particular
website (a ...gov.uk site) an error occurs:
"Internet Explorer cannot download <filename.pdf> from
<sitename.gov.uk>
The connection was reset"
This happens on *all* client PCs, but *works ok* through IE on the
SBServer itself.
I checked the router and only a hardware firewall is turned on and
there are no browsing restrictions.
SBS doesn't have its firewall turned on.
And if you take any of the domain PCs that are portable off-site, they
can download the file without error, including at other locations
using the same router and configuration.
So my logic says its the SBServer thats not allowing this? But where
should I look to fix the problem...?
