OK it looks like after converting the exchange to native mode, this function no longer works, I created a new exchange public folder manually, mail enabled it, added user permissions and have the same functionality again.

I guess you shouldn't change exchange from mixed to native mode. I not 100% sure if I changed the mode before or after migrating exchange.
Now to the next step recreating a certificate file for my mobile devices... another unmentioned feature of the migration.

I also put the clean installed PUB.edb & pub.stm files back in to see if functionality was restored... it wasn't.

The add_distribution_group_wizard.log blames error 0x80004005. I have googled that error but not found a solution

Hi Jim, the MDBDATA was "forklifted"over. The (single) public folder no longer was email enabled, and even after enabling it, refused to receive email, I then deleted and attempted to recreate it. the SBS distribution list wizard failed, I then tried another name "TEST" which also failed to create a public folder.

I do not recall restoring public folders on any of the swings I have
done. Did you successfully move the old Exchange priv database over?
Did you try to move the old Exchange pub database over?

public folder with outlook, and a rule to shift email sent to that address

hung doing that.

Also theres some double ups that are in exchange.
