I also put the clean installed PUB.edb & pub.stm files back in to see if functionality was restored... it wasn't.
The add_distribution_group_wizard.log blames error 0x80004005. I have googled that error but not found a solution

Hi Jim, the MDBDATA was "forklifted"over. The (single) public folder no longer was email enabled, and even after enabling it, refused to receive email, I then deleted and attempted to recreate it. the SBS distribution list wizard failed, I then tried another name "TEST" which also failed to create a public folder.

Exchange OAB kept reporting errors until I reset the folders.
public mail enabled folders, stopped being mail enabled. I tried to delete
and recreate the same public folder (with distribution group wizard in the
server console) the wizard crashed.
Eventually I just created the group in the active directory, then added
myself as a member (because there was no public folder) then createde a
public folder with outlook, and a rule to shift email sent to that address
to the pub folder.
It's ugly and I don't like it. How can I restore the mail enabled public
folders function? I treid making a new group called TEST, the wizard also
hung doing that.
Also theres some double ups that are in exchange.
