Maintenance mode is what happens when you run SBS setup from add/remove programs, but I don't think you need or want that for WSUS v3.
The way to get to WSUS v3 with R2 is to run the R2 setup from the R2 components CD, which installs WSUS v2. Then immediately install WSUS v3 over the top - that has to be done from a download.

I am trying to follow the instructions in Technet article "Installing Windows
Server Update Services 3.0 on Windows Small Business Server 2003"

step 4 says "You must be in Maintenance Mode to reinstall the Windows SBS
2003 R2 components." What does that mean? Normally you would install R2 from
the setup disk. Is this referring to Safe Mode? What is maintenance mode, how
do I get into it, and when in maintenance mode, how would I run R2
Technologies setup from the SBS 2003 setup disk?? Thanks.
