RE: Windows installer on SBS server 2003 SP2

Thank you for posting here!
From your post, I understand that the following error message was encountered:
"The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the
Windows Installer is not correctly installed. Contact your support personnel for assistance."
Event ID 7034 was also found in the Event viewer. I understand that you have performed the suggestions in KB315346 &
KB893803 to troubleshoot this issue. Thank you for your efforts. If I am off base, please let me know.
Before we go any further, I would appreciate your help in clarifying the following questions:
1. Does this issue occur during the installation/uninstall of a program? If so, please let me know the name of the program.
2. Does this issue occur on other programs' installation?
3. When did this issue begin to occur? Have any hardware or software changes been made recently?
Based on my experience, this issue can be caused by the following factors:
1. Windows Installer Service cannot be started correctly.
2. Permissions for system drive or Registry are not correct.
3. Some third party applications/services are interfering with the installation process.
We can perform the following steps to troubleshoot this issue:
Step 1: Start Windows Installer service manually:
===============
1. Click start, go to run, type services.msc and click OK
2. Select Windows Installer from the list, try to start it manually.
3. If the service can be started, please try to install the application again with the service started. If not, please let me know if
there is any error message.
Step 2: Check if other Windows installer based programs can be installed or not
===============
Please download Windows Defender from the following website and check if it can be installed or not.

Note: If there is no problem to install Windows Defender, the problem can be closely related to the specified program.
Step 3: Check Permissions:
===============
Give Full Control permission to the SYSTEM account
--------------------------
1. Start Windows Explorer, right-click the computer's system hard drive, and then click Properties.
2. Click the Security tab, and then click Add.
3. In the Select Users, Computers, or Groups dialog box, click the SYSTEM/administrators account, click Add, and then
click OK.
4. Under Allow, click to select the Full Control check box, and then click OK.
5. Click the TEMP (C:\DOCUME~1\<username>\LOCALS~1\Temp) folder and then verify that the SYSTEM account has full
control.
Verify the registry permissions
--------------------------
1. Click Start, click Run, then type Regedit and press Enter.
2. For each of the registry hives, follow these steps:
a. Select the hive.
b. On the Edit menu, click Permissions.
3. Verify that the SYSTEM/administrators account has been added and that it has Full control. If it does not, add the
SYSTEM/administrators account
with Full control.
Verify the DCOM permissions
--------------------------
1. Click Start and then Run. Type in DCOMCNFG and press Enter
2. Expand Component Services -> Computer. Right click "My Computer" and choose Properties.
3. On the Default Properties tab:
a. In the Default Authentication Level list, click Connect.
b. In the Default Impersonation Level list, click Identify, and then click OK.
Please change the permissions and restart the computer to test the installation again.
Step 4: Clean Boot
============
Let's disable all startup items and third party services when booting. This method will help us determine if this issue is
caused by a loading program or service. Please perform the following steps:
1. Click Start, go to Run, and type "msconfig" in the open box to start the System Configuration Utility.
2. Click the Services tab, check the "Hide All Microsoft Services" box and click Disable All.
3. Click the Startup tab, click Disable All and click OK.
Then, restart your computer. When the "System Configuration Utility" window appears, please check the "Don't show this
message or launch the System Configuration Utility when Windows starts" box and click OK.
4. Please check this issue again.

If this issue persists, please help me collect the following logs for the further research:
I. Windows Installer log:
---------------
1. Click Start, click Run, copy the following command line into the Open box:
REG ADD HKLM\SOFTWARE\Policies\Microsoft\Windows\Installer /v Logging /t REG_SZ /d voicewarmup /f
2. Click OK or press Enter to run this command.
3. Restart the computer.
4. Click Start, click Run, type "%temp%" (without quotation marks) and press Enter.
5. Delete all the files in this folder.
6. Try to install the application again.
7. If it fails, click Start, click Run, type "%temp%" (without quotation marks) and press Enter.
8. Please send all "MSIXXXX.log" files to me.
II. MPS report
---------------
1. Please download the MPSRPT_SETUPPerf.EXE from the following link and then run this tool to gather some information
from the problematic computer:

2. Double-click on the MPSRPT_SETUPPerf.EXE file.
[Note] This process may take some time; however, it will not have a negative effect on the performance.
3. A CAB file will be generated in the %systemroot%\MPSReports\Setup\Reports\Cab directory called%
COMPUTERNAME%_MPSReports.CAB. The CAB file will contain the reports generated by the MPS Reporting Tool.
You can zip these log files and send them as attachments to my mailbox v-shshao@xxxxxxxxxxxxx
