If this is really a hub and not a switch I would change that out. It's a $40
investment if you stay on 100 and $80 if you go to 1000. Hubs send packets
through ALL ports where switches send them only to the designated port. This
will make a huge difference.
What kind of drives are on the server?
What software is running on the server?
What time are you looking at if you open a 2-4 MB Word file?

Small network 2003SBS (Xeon/2GB/160G raid1) + 6 PC's
PC's are XP Pro, logged on to the domain.
Network traffic is rather slow (100Mb and hub instead of switch) but it's
ok (copy 135MB in 60 sec - 2.3kByte/s).
No DNS problems. Everything works normal. Nothing special in the event
logs.
Antivirus Symantec Corporate Edition disabled to be sure.
Only problem : Opening Excel files on the SBS share is slow, saving is
very slow.
Examples :
file of 50kB : +/- 3 seconds
file of 1.5MB : opening 10 sec and saving 35 sec
When opening the files locally on the PC's : no delay !
Before they had a Linux (Mandrake) server with the same PC's, hubs and
cabling and this problem was not there.
Seems w2003SBS is checking something in the excel files and times out ...
