NOTE: a 'user CAL' is not assigned to a 'user account' on the system, it is
assigned to the actual _person_. In theory you may have a person who 'wears
many hats' at the office, they could sign on as 'John the accountant' when
doing accountant type things, 'John in Reception' when answering phones,
etc...
I haven't found a need for such, just pointing out that it is possible to
have more 'user accounts' than 'users'.

I can't answer your first question (since I have the same question, thanks
for posting) but I can say that you assume correct. Once a CAL is applied
to
a user account you cannot reallocate it unless the user is either disabled
or
removed from the server. Anyone wanna jump the first question? :-D

Am I also correct in assuming that 'User' CAL's are allocated to users
once they logon and are not recycled once a user logs off allowing for
the 'User' CAL to be used by another user logging on for the first
time.
My take was that a 'User' CAL was consumed by the user and was only
available for reallocation to another user if the existing user
account was either disabled or removed.
'Device' CAL's on the other hand are allocated to devices regardless
of what user logs onto the device.
