Need help with crashed server

Not directly OT, but I'm hoping the server experience here might assist.
To summarize the situation of a client:
Dell Poweredge 1500SC server / Win 2000 Server SP4
3 10k hdd / RAID 5, connected to "power distro" pcb (backplane) in server
Adaptec onboard RAID chip
Qlogic pci-based SCSI card (which connects to power distro unit)
Server started rebooting a few days ago. At first it would get to Win
startup stage, then reboot. Now it reboots just after POST and showing the
Adaptec BIOS info. It gets to a point of "scanning for SCSI devices," where
it counts a percentage upward. The hdds start to spin up, then reboot.
possibly pertinent facts:
the server has been exposed to power shutdowns (unreliable power in older
building)
there are 4-5 small red lights in a row (very hard to see, have to use a
mirror) all lit on the Qlogic card (haven't yet found docs to deciper error
codes)
the lights on the front of the hdd trays all blink green in the same
fashion. no "x," red, or other indications of failed drvies.
The critical factor here are some specific data on one of the partitions,
which only exists on the drives and in faulty backup files.
What is the likely bad component here, and what are my options?
