Thanks for posting here and also thanks to Kevin for the input.

If the issue persists after trying the steps suggested by Kevin, I suggest
you strictly follow this KB article to rerun the CEICW to configure the
network settings:

In addition, please check the following settings:

1. Check the TCP/IP settings on the internal NIC and external NIC:

a. Leave the Default Gateway of the internal NIC blank on the SBS.
b. Configure both the internal NIC and the external NIC to use the internal
DNS Service as the DNS Server.
c. On the DNS Server, create the DNS Forwarder to forward the external DNS
resolution requests to the ISP's DNS server.

2. Check the binding order:

a. Please open Control Panel -> network connections.
b. Click Advanced -> Advanced settings
c. In the adapters and bindings tab, make sure that the internal adapter is
on the top.

3. Do you have any customized publishing rule in ISA Server?

4. When did the problem occur? Did you encounter any performance issue on
the SBS Server?

In addition, please help to gather the ISABPA report:

Make sure the latest version of ISABPA is installed on the ISA box.

Start a command prompt, change directory into:
C:\Program Files\Microsoft IsaBPA>

Run "IsaBpaPack.exe +Repro" (without quotation mark)

It will then ask you to press space bar when you want to start capturing
network traffic.

Try reproducing the problem.

After that please press space bar again on ISA to stop capturing network
traffic. It will package everything into a CAB file on the desktop. If the
file is larger than 5 MB, please let me know and I will arrange for a file
upload URL and password.

| Log type: Web Proxy (Reverse)
| Satus: 12206 The ISA Server detected a proxy chain loop. There is a

| 2) 1) Denied connection
| Log type: Firewall Service
| Satus: A Non-SYN packet was dropped because it does not have established
| connection with ISA computer.

| Any ideas on how to fix these.

| The website often does not load 1st time and then loads after pressing
