Thank you for your email.
Do you perform the work around in the KB906510 to export the related
registry subkey from another good Windows Server 2003-based computer and
import to SBS? Do the steps help?
Do you try to reapply the Windows Server 2003 sp2 on SBS? Does it help?
If the above 2 steps unable to resolve your issue, I think this issue is
caused by that some related System files (winlogon.exe, DLL files) have
been modified by some applications. I suggest we try the following steps to
see if we can resolve this issue:
Step 1: Clean boot Server:
======
To isolate the problem, let's use Clean Boot to troubleshoot this issue.
Clean Boot will allow us to isolate any programs that are loading at
startup that may be in conflict with other programs that are installed in
your computer.
1. Click the Start menu and choose Run.
2. Enter msconfig into the open box and click OK.
3. On the Startup page, click Disable All.
4. On the Services page, mark the checkbox before "Hide All Microsoft
Services" and then click Disable All. Please note that the Exchange
services could be marked as non-Microsoft. Please do not disable those
services.
5. Click Apply and click OK.
6. Restart the computer.
A dialog box will appear indicating that some changes have been applied to
Windows Configurations. Please mark the check box and then cancel this
dialog box.
Please check if the issue persists in Clean Boot mode.
(To return to the Normal Mode, please:
1. Click the Start menu and choose Run.
2. Enter msconfig into the open box and click OK.
3. On the General page, please choose Normal Startup and click OK to reboot
the computer.)
Step 2: Scan system files:
======
1. Insert the SBS 2003 installation CD 1# into the CD-ROM; Click Exit if
the auto-menu pops up.
2. Click Start, click Run, type: cmd and press Enter.
3. Input the following commands and press Enter after each line.
sfc /purgecache
sfc /scannow
Note: if it prompt you to schedule a system scan. Please type yes.
4. Restart the Server after it.
