Hi Shawn
The problem is still there even if I untick the system.ini and win.ini from
the startup
I am still unable to reproduce the safe-networking boot up and thus unable
to start checking on the offending service

Thanks for your feedback.
As the issue disappeared under Safe Mode with Networking, the problem
should be caused by some startup services or programs. It seems we need to
take some times to locate the criminal.
As you mentioned before, we have IPSEC reinstalled, I still suspect it is
affecting the ICMP packages. Let's first disable it with a Clean Boot on
the server.
---------------------------
1. Click Start -> Run, and type "msconfig" in the open box to start the
System Configuration Utility.
2. Click the Services tab, check the "Hide All Microsoft Services" box and
click Disable All. Also UNCHECK the box before IPSEC Services.
3. Click the Startup tab, click Disable All and click OK. Restart the
computer.
4. Please check this issue again.
If there is still problem, let's continue with the following steps to
filter the services which are started under Clean Boot but Safe Mode with
Networking.
5. Start computer to Safe Mode with Networking. Click Start -> Run. Type in
CMD and press Enter, run the following command to a list.
Sc query > C:\safemode.txt
6. Restart the computer.
7. Click Start-> Run, and type msconfig and press Enter
8. Click the Services tab, UNCHECK the "Hide All Microsoft Services" box
and click Disable All.
Note: Three kernel services will be enabled automatically (DCOM, RPC
Locator and RPC)
9. Select the services which are listed in C:\safemode.txt (Based on the
DISPLAY_NAME)
10. Click the Startup tab, click Disable All and click OK.
11. Restart the computer. We should be still able to ping server.
The remaining steps are enabling the remaining Microsoft Services one or
several at a time. We may need to write down what services have been
enabled. Until the issue reoccurs, we can locate the problematic service.
This method will be time consuming, but it should works. Thank you again
for your patience and effort on this issue!
