Inbound fax Issues SBS2003

Part One.
I have a sbs2003 server with a external 3Com Courier V.Everything EXT PnP
(V90-x2) modem attached. no changed made to the server and a few weeks ago
some faxes are partials and and can not be seen and they are 1/4 of a page
that is viewable.

Part Two
I removed this fax modem and replaced it with another of the same kind.
I can send faxes but now can not reciev them. modem answeres then
disconnects.
