Thank you for posting here.
From your post, I understand that you would like to restrict some users toonly be able to access two websites.
We can perform following steps to do this:
1. In ISA management, navigate to SERVERNAME-->Firewall Policy
2. Click Tasks tab and then create new access rule
3. Choose Allow action.
4. Choose Internal as the Access Rule Sources
5. Create a new URL sets for the websites that you would like to allow the
users to access and set the new URL sets for Access Rule Destinations.
6. Remove All Users and create a new User Sets for the users you would like
to restrict the Internet Access.
7. Click Finish.
Then create another access rule to deny the access to URL set: http://* for
the specific users.
Ensure the allow rule is prior to the deny rule.
After that, click Apply.
Please check if it addresses your concern.
