We are experiencing a similar situation and I am trying to troubleshoot it.
We use wireless DSL and have a Sonicwall between LAN and WAN which serves as
our gateway. As you said, internal email is fine, and email goes out as
long as the attachment sizes do not get above about 120K or so in our
situation. We tried using a couple of gmail and yahoo accounts to test
sending mail with attachments, and had the same problem. If I tried to send
a message with an attachment which had to upload, I had the same problem and
the message would not go. So, it appears to me we have an issue either with
our firewall or with our ISP. Our internet access has been very slow for
about the last 2 months, which also leads me to believe the problem is
somewhere in the connection.

We've set up other SBS2003 R2 before and have not experienced the
following problem.
- All internal emailing works fine.
- All emails with a 300K or smaller attachment
go through straight away
- Emails with attachments larger than 300K-400K
do not go through and end up in the queue as a RETRY after
10 minutes or so.
We've replaced network cards, DSL router, checked the DNS, created a
new virtual SMTP server, disable the antivirus (which, in any case,
does not scan the Exchange volume nor the Exchange program folder),
same problem all the time.
Any ideas ? Could that be a strange ISP line problem (they tested
the line and say it works fine) ? Something else ?
