As Costas mentioned.. take a look at the following (should be due to the same reason)

Use the bat file mentioned in it.. then try to install the BPA..

I downloaded it but it fails to install on the server. It generates the following message: "Failed to install catalog files." I checked, and apparently we don't have our server upgraded to SP1 (which I assume is why the BPA tool fails to install). Also, Exchange shows the version as 6.5.7226.0 with no SP's listed. Is it safe to go ahead and update both the server and exchange?

Go to 'My Computer' and select 'Help | About Windows'. You should see there if WinSrv2k3 SP2 is installed. Then under Advanced Management select Exchange | Servers. On the right panel, under 'Server Version' it should see the version number and the SP installed
